Track cutting Empty Track cutting

It's allowed, as I just found out for myself. Times will stand, if you cut the track through the pitlane (sector 3) full throttle you'll get a penalty but the laptimes drop dramatically! Is it an idea to automatically spectate people who are more than (about) 5 kph too fast in the pitlane?
